Get your Counter Strike server visible to your friends | Fix your Counter Strike Server availability Problem
Already forwarded the ports and turned off firewall and still your friends can't see your server?
Then follow these steps and I am sure you will succeed.
Go to valve>cstrike and open a file named server.cfg as notepad or wordpad.
And add these lines in it:
setmaster add 207.173.177.12:27010
setmaster add 207.173.177.11:27010
setmaster add 72.165.61.189:27010
setmaster add 69.28.151.162:27010
setmaster add 68.142.72.250:27010
setmaster add 69.28.151.162
setmaster add 72.165.61.189
setmaster add 207.173.177.11
setmaster add 68.142.72.250
setmaster add hlmaster.jolt.co.uk
setmaster add 65.73.232.251:27040
setmaster add 65.73.232.253:27040
setmaster add 207.173.177.12:27010
setmaster add 207.173.177.11:27010
setmaster enable
If you can't do that then simply download server.cfg file from the link given below and paste it in cstrike folder.

Now the main part is here, go to www.whatismyip.com,
You will find your wan ip there, give it out to your friends and add :27015 with it...E.g your ip is 123.456.789.1000 then you have to add 27015 with it...which will be like this 123.456.789.1000:27015
Congrats you are done..But you always have to forward your ports first...
